The net result of the entire judicial-criminal apparatus is to imprison people who are predominantly young, black, native, or minorities of various kinds, and the mentally ill. In other words, social outcasts. A recent study by Judge David Cole confirms this. We are treating the entire judicial system as a wastebasket for those for whom we have little use.
