Unlimited power appears to me to be in itself an evil, and a dangerous thing, and the mind of man unequal to the disinterested practice of omnipotence. I think that God alone can exercise supreme and uncontrolled power, because His wisdom and justice are eternally proportionate to His might. But no power on earth is so worthy of honour for itself, or of reverential obedience to the rights which it represents, that I would consent to admit its uncontrolled and all-predominant authority. When I see the right and the means of absolute command are conferred on a people or upon an aristocracy or a democracy, a monarchy or a republic, I recognise the germ of tyranny.
